  4. That's a good idea. Cities should sell manhole covers to businesses to advertise on for a fee.

  5. The ones I've seen in busy intersections in Matsuyama say "Keep the city looking spotless." Which is hardly unusual. Very rarely have I seen trash littering a street in Japan.
